Plano Gives Final OK to AT&T's $1.35B HQ Campus
The Plano Planning and Zoning Commission voted unanimously on September 21 to approve the site plan for AT&T's new headquarters at the southeast corner of Legacy Drive and Parkwood Boulevard. The vote took less than five minutes and covered only minor utility changes, mainly swapping dry detention ponds for box culverts along the southern part of the site. City planner John Kim said the other adjustments, things like sports courts and pedestrian paths, were routine and didn't need a commission vote.
This is expected to be the final procedural step before construction is announced. No timeline has been set yet.
What's actually being built
AT&T's plan calls for a 2.3 million-square-foot campus, with at least 2 million square feet split between office, retail, and amenity space. The project also includes a "mini-Reunion tower." It's the company's consolidation point for all its DFW Metroplex administrative space, following its decision to leave downtown Dallas.
What it means for Legacy West and the corridor around it
A headquarters move of this size doesn't just fill a lot, it resets expectations for everything nearby. Legacy Drive and Parkwood Boulevard sit inside one of Plano's densest office and mixed-use corridors, and a confirmed 2.3 million-square-foot employer moving in tends to pull retail, restaurants, and rental demand along with it well before the first steel goes up.
I've watched this pattern play out on smaller corporate relocations across North Dallas and Collin County: the announcement moves rents and interest slower than people expect, but once site plan approval clears, the corridor starts pricing in the move faster. Homeowners near Legacy West should expect more attention on their properties as this campus firms up, and investors eyeing rental units in the area have a fairly narrow window before that gets priced in more fully.
For anyone holding property along the Legacy corridor or considering a purchase near it, the site plan approval is the signal worth watching, not the eventual groundbreaking. By the time construction visibly starts, a lot of the value has already moved.
